For the budget conscious I would like to suggest TimeXchange as a time tracking option. An annual subscription is just $40/year a year for a single account or $99/year for up to 25 users from the same organization. We include an iPhone app (free on iTunes) for mobile tracking and any TimeXchange user to swap time sheets with any other member for approval or reporting when collaboration is needed. All time sheet sharing is on a project-by-project basis with no limits on the number of projects in your account.
