If someone ran a business that had a loophole like that in it, I doubt their business would be a business for long. Call me skeptical, but I would imagine you get "paid" after you are with the company for a certain amount of time, and after the recruiter has recieved his cut from the company that hired you. It truly does make sense, especially in the new york city job market where everyone is jumping around. Instead of paying head hunters, I can get paid just for being interested in a firm.
