		<description>Excellent synopsis of the new bill.  I&#039;m not sure starting at a higher rate and earning a lower one is necessarily a bad thing.  That one makes a lot of sense to me.  While I certainly would not want to start high when I have excellent credit, &quot;high&quot; is a relative term and I like the idea of being able to earn a better rate.</description>

		<description>As a deadbeat, that&#039;s a great idea!  As I spend a lot of time following the various rewards and introductory rate offers, there is no doubt that they are dwindling.  I fear this legislation will make matters worse.</description>
